Based on Noctua's Standardised Perfomance Rating (NSPR), the NH-U12A is a better cooler than the NH-D15s. Here is the link. If you add a 2nd fan on NH-D15S , it almost matches the performance of the NH-D15. Neither can cool the power hungry 13900k.

A 13900K I want as cool as possible since it pulls over 300W I have it undervolted but still i want coldest temps possible im aware of the noise though. The noctua charts will have a nspr rating for their coolers. Yes, the NH-D15s is a touch less capable than the NH-D15, but still plenty capable. And, one can add a front fan to improve cooling, but tests show it only helps by 2c. I did not bother since cooling is not an issue for me.

The 10980XE is a higher-power-consuming CPU, but that doesn't necessarily mean higher idle temps - Ryzen has certain aggressive transient boost behavior that makes it tend to run warmer at idle. While true, Ryzen tends to pump more voltages into these chips for no reason under light/idle loads.
